Vetting and barring “breaches human rights”

On hold. The Vetting and Barring Scheme (VBS) was supposed to come into force on July 26 2010 (yr.11, iss.21, pg.4, The next step). When the new administration came into power it was placed on hold, along with all other planned legislation. An announcement on its future has been expected for some time, but a recent case has thrown it into turmoil.

Unfair procedures. It involved four employees who were all nurses. Two had left their children at home unsupervised and received police cautions; one was convicted of a criminal offence for giving a child an “unauthorised kiss” and the other was investigated for being drunk at work. As a result, they were all automatically placed on the VBS register. But the High Court has recently ruled that the system breached their human rights. As a result, we predict that it could now be scrapped altogether.

The Vetting and Barring Scheme had been under review but a recent High Court case says it breaches human rights. This could signal the end of it altogether, meaning one less piece of unnecessary red tape.
